Our Commitment
We pride ourselves on our efficiency and transparency. We know that donors care about how effectively their contribution is being used and every process at Tamil Nadu Health Foundation (நலம்TN) is designed to make that visible, verifiable, and accountable at every stage.
Accountability and transparency of all contributions are overseen by the Board of Directors of TNHF (நலம்TN), chaired by Secretary to Government, Health and Family Welfare Department through technology-driven monitoring systems that track, assess, and continually improve hospital performance and fund utilisation.
1. Need Identification Ground-Up, Not Top-Down
•The needs of each Government Hospital are identified by the Hospital Management Committee (HMC), which includes doctors, patients, and community stakeholders ensuring requirements reflect genuine, on-the-ground priorities rather than assumptions.
•These needs are formally passed as resolutions by the HMC and uploaded to the நலம்TN website (tnhealthfoundation.org) after approval of District Committee chaired by District Collector.
•The website showcases each need publicly, allowing donors to see exactly what is required hospital by hospital, project by project and choose where to direct their support.
2. Donation Tracking Every Rupee Has an ID

Donors contributing through the நலம்TN Payment Gateway receive access to a personal donor dashboard, allowing them to track the real-time progress of their contribution.

Every transaction is linked to a unique Project ID, generated by the நலம்TN system, enabling monitoring and traceability at every level — from donor to hospital to implementing agency.
3. Fund Flow — Structured, Tiered Approvals

All payments to implementing agencies and vendors are routed through a Government Company Single Nodal Account (SNA), ensuring centralized financial control and auditability.

Civil projects above ₹10 lakh require prior approval from the District Level Committee, before being forwarded to the agency concerned for execution.

Projects below ₹10 lakh are directed to and executed through the concerned Hospital Management Committee, keeping smaller, localized needs efficiently managed at the institution level.
4. Project Oversight and Evidence of Completion

The Hospital Management Committee overseeing each project uploads photographs of completed work, along with the associated bills and vouchers, to the portal.

Donors receive SMS and email notifications at the completion of each project stage, keeping them informed without needing to actively follow up.

Upon full completion, a Utilization Certificate is uploaded to the portal and made accessible to the donor through their dashboard providing formal, documented closure on how funds were used.
5. Independent Verification

Random audits and field inspections are conducted by officials at the Block, District, and State levels, providing an independent check on reported progress and preventing over-reliance on self-reported data alone.

All projects are continuously monitored and tracked centrally by the (நலம்TN) through the Administrator Dashboard, giving leadership real-time, system-wide visibility.
